Is yours the e-lottery website?
Or is it just the frame at the top of the page you linked to? Some kind of affiliate program.
I'll assume it's the e-lottery site...
It looks great! Nice design, colours have a lottery feel to them
The French translation seems professional (I'm a fluent French speaker) - and the voiceover for the video is a nice touch! However on the index page a bit of text goot cut off ("Vous souriez pe...")

Things I'd change:
Get rid of the top frame, it doesn't seem to be doing anything
Don't play automatically play the video, put a play button for visitors to manually start it.
I feel there are too many of those little "twingling stars" on the page which distracts from the content.
The mouseover on the translation flags is a little bizarre.

Also, do you have a non-flash version of the site for people?

I get the feeling this is some kind of affiliate system, and you don't own e-lottery. If that's the case I don't think anyone can provide you with a review for a single frame.
