[PHP-WINDOWS] Newbee Question

The message implies that php was run ok, but couldn't load the test.php
file. This is probably due to the permissions set for the test.php file (or
the wwwroot folder). For anonymous access the IUSR_<machinename> user needs
to have read access to the file.
