No it is not true. Both php3 and php4 has support for Oracle 7.3 (php3_oracle.dll and php_oracle.dll) and Oracle 8.0 (php3_oci8.dll and php_oci8.dll).

You hust have to load the right module ie: dl("php3_oci8.dll"); before you use any functions. You also have to install an Oracle client on the web-server !
