It is possible to get PHP to call .NET Web Services. Is this what you mean?

To do this, write your webservice in .NET and then get nusoap (search Google
for more info) and then you can call these functions from PHP. I don't have
more info with me atm, but if you want can send some example code to you
later.

No, he's asking if its possible to use the VS.NET IDE for PHP.
