bug tracker fixed

Hi all,

I have just committed a fix for the bug tracker, which was not working
for quite a while for new accounts.

I apologize for the long delay - if you have tried to open a bug and
failed, please try again, and you will find that it works. A subtle bug
in the account opening mechanism was very difficult to debug until I had
an insight today into how to solve it, and found the problem quickly.

Again, my deepest apologies for the inconvenience, we're in the process
of writing regression tests for the website, but have not yet reached
the bug tracker, so there may be a few more road bumps along the way, I
hope you will stay with us through the growing pains.
