Default PEAR DB ERROR: db_error: message="DB Error: insufficient data supplied" code=-20

Has anyone seen this error before when using PEAR:B?

db_error: message="DB Error: insufficient data supplied" code=-20

A trace output of the query produces a string that is valid when used
directly in the db command-line client (psqlostgreSQL) but for some reason
PEAR won't accept it.

Using getRow with the query and binds array. We've checked the use of
getRow() in other cases works fine.

Googling for the phrase does not yield very many good returns. Any ideas?
