Default Best Language

Please pardon me if this has been discussed before.

My question is this: In your opinion, what is the best language to develop a
MySQL application in? Would it be C, C++, Java, C#, Perl, PHP, Python, or
something else?

I'm getting started on a simple application which reads an XML file and
loads the database. My next application will be a GUI to access, and add
data to, the database, and these two application don't necessarily have to
be written in the same language.

In this case, whatever language your XML parser package supports. No
sense in starting from scratch.
