Default SEO for dynamically generated product catalogue

My suppliers csv files have been used to populate my database
which in turn is used to generate all of the product pages.

Now I am seeking to refine the database so that each of the pages
is more "SEO friendly". Thus, I shall shortly be trying to find
someone (probably via www.getafreelancer.com) who can actually
help me do so.

However before writing up the "project description" I was hoping
to get more of an idea about what would actually be involved.

You see I want to add/optimise the following:

1) The product titles.
2) The product descriptions.
3) meta keywords (at the moment the same keywords are used for
every single product which is less than the ideal).

To actually insert:

Heading tags
Alt tags
link text


Now I have over 20,000 products in the catalogue and I don't want
the freelancer to undertake all of the SEO work themselves e.g..
rewriting all the titles. Rather I need to be able to do this for
myself over a long period of time.

Can anybody offer any advice as to what I should be saying in the
"project description"?

FYI when upon login I can see phpMyAdmin 2.6.2

I think the best solution would be some work on the script that generates
the pages so it automatically gathers and adds all the info you need.

Unfortunately I don't actually have the information that is
required. For instance for the product descriptions I'd have to
find something on web to just copy and paste. Probably just the
manufacturers description from their website (this is what many
other people do).

Unless you were talking about automatically gathering information
from the Web. I wonder if this is actually possible.
