E-marketing and websites for company - is it good offer?

Consider:

1. Poor grammar in the designer's site.
2. Mis-spellings in the designer's site.
3. The designer's home page does not pass W3C HTML validation
4. The designer's home page does not pass W3C CSS validation
5. The designer's site uses HTML tables for layout, rather than CSS
6. The designer's site carries advertising for a do-it-yourself design
package
7. One of the portfolio sites doesn't work
8. You're already in doubt, or you wouldn't have posted here.
9. What kind of job of ANYTHING you would do for someone for $20 US?

I'm not sure I understand the question. Is what the site is offering a good
offer or is this the site owner asking if his offer is good from a marketing
standpoint?

No kidding!

1. If he is the owner of the site: he appears to have a pretty good
eye for visual design, but his grasp of English is shaky. I don't
get a feeling of reassurance that this company knows it's stuff.

2. If he is considering hiring this outfit: Be very afriad.
