Opt-in success?

Do you know of a great way to get millions (tens of thousands are ok too) of
people to request a free ebook I've written -- without spamming and without
spending thousands of dollars to give the ebook away?

I'm looking at doing a double opt-in email to 50,000 recipients from someone
reputable but 50,000 potential readers seems small when you consider a 1%-4%
response rate is claimed to be traditionally above average for Opt-in
messaging. Zero response is often common.

I'm also considering a few press releases of interesting things to see if that
will garner some attention for the book too. But that may be down the road a
ways as I'm stumped over 'creating news' for myself.

Seems I'm too close to the forest to see the trees.
