Need free/cheap web hosting

Ok, this is a bit simple...

30+ megs of space
4gb+ of BW
FrontPage 2000 Extensions (over a HTTP server, not FTP)
FTP access if HTTP Front page not available
Java
MySQL/Access 2000

Hmmmm.... not asking for much, are we !!!!

I've seen hosting offering 100 MB of traffic a month.
What does your site have to require 4 GB of traffic ?

If it is so popular, why don't you find some way to pay for
it as you can surely get something as income from adverts.

I use these through a customer of mine, and they seem very capable:

If the 4 GB of bandwidth part is a demand of yours, you might as well go
with their "5 domain plan", which has the following:
600 MB space
6 GB bandwidth
FrontPage Extensions (it doesn't say which version, though)
MySQL database (up to 150 of them)
$12.95 per month

I don't know what you mean about "Java", really. If you want to run Java
applets on your page, then just about all hosts (even the webspace your ISP
gives you) is capable of it. If you're planning on running your own Java
applications from the server, you're better off going for a dedicated
server.

I can also recommend the hosting service I personally use, which is:

I wouldn't exactly call it cheap at $17.95 a month (however, they do offer
15 GB bandwidth a month at the lowest plan), but then again, I've been using
them for 4+ years now, and I'm not planning to completely terminate that
customer relationship.

As far as I know, page-zone is a standard Cpanel host (like us) and doesn't
offer Access2000. I think the OP might be hard pressed to find all of those
things wrapped up in one hosting package.
