Know of any good free/inexpensive PHP/SQL capable hosts?

Please let me know, thanks in advance. I am learning PHP and I would
like to develop my own sites or use something like PHP-NUKE. I am
looking for a reliable and reputable hosting company whose price is
free(with ad support) or inexpensive(less than $25 per month).

The requirement is that the hosting server must have mySQL installed as
well. I am flexible in my bandwidth/transfer/storage requirements as I
will be using primarily to learn. Good customer service (i/.e if you
need em live, they can be) is a must.
