Displaying google ads!

In the Google AdSense Program Policies it is mentioned:

# Up to three ad units may be displayed on each page.
# A maximum of two Google AdSense for search boxes may be placed on a page.
# Up to three link units may also be placed on each page.

Now this is indeed confusing becoz in many sites i have seen several google ads on each page. So is it not voilation of the TOS?

They are in big trouble when google examines their site once a month

I cant understand what is their problem if we place more ads on a site...

If google examines their site once in a month then how they are still doing it probably for years and still their site is not disabled?

Years? What site has been doing this for years? You can report them for violation of TOS to be fair.

Well i don't remember which site but i have come across many such sites/blogs with google ads running atleast for a year or may be a few years also.

I have tried it but Google stopped showing ads once you cross limited no of ads. Earlier google also started a referal system and in that you can also show ads. So with that total 6 ads you can show.

But now Google withdrawn referal system from the last week of August.
