Default 16 bit ops on Paint 11?

I have PhotoPaint 9 which can read 16 bit TIFF files but can't do
much with them - most operations are greyed out.

Does version 11 support 16 bit per color files with all commands?

Pretty much any tool that works with 24 bit or higher colors
won't work with ANY 16 bit format; tiff, gif, etc. Just convert
the color depth so you can use the tools, then before saving
back as a TIFF, convert it back...with the normal cautions
that apply to any palette reduction.

Not a revision thing, a color depth problem. Check the help
screens.
