It's probably not a bug in either. Photo-paint 9 was never designed for XP. I run v11 and Photo-paint does appear in the "Open with" menu. Are the files even associated with Photo-paint? If not, try enabling the associations within Photo-paint. In Photo-paint, click on Tools, Options, Global, Filters, Associate and enable the file formats that you want associated with it.
