How to create new background

How can I make a selection, and create a totally new single color
background around it? Thanks.

Just make your selection, invert it and fill the newly selected background
with the colour of your choice.

Make your selection, making sure what you want *only* is selected, Copy to
clip board. Select File new custom. input the demensions you want for the
new background. now edit/paste your selection. You now have a background
layer that you can modify any way you wish AND your original selection is on
its own layer in case you want to modify it.
