Charles, click on the Print Options menu item, it's under File, and check
the box that says "Scale to Fit Media".

If you have an Epson printer, check out the printer properties layout
options - they include a "Fit to Page" option to size the image to match the
paper.

I think that you can do this within Photoshop too.

-or- one could simply use PS to reset the 'image size' (dpi) without
resampling to permanently mark the desired print size in the file.
