I was under the impression that non paying bidders could not leave
feedback if they never responded to the dispute. This is incorrect.

They can not leave a rating (positive, neutral or negative rating is
removed by eBay), but they can leave comments.

"When a buyer does not respond to an Unpaid Item notification and the
seller issues an Unpaid Item strike against them, the buyer can still
leave a feedback comment, but the feedback rating they leave for the
transaction will not appear and will not count toward the seller’s
feedback score.

An eBay administrative note will appear under the feedback comment,
explaining that the member did not participate in the Unpaid Item process".

Thanks! That's a strange policy, when they could just block it out
altogether.

Not true, a non paying bidder only needs to respond in the dispute
console, like say "I was too sick to pay with heart trouble". True
story! I have a response like that!

Then they can leave feedback.
Now they will be able to rate the shipping they did not receive as
well.

I have had non paying bidders leave a single period in the response in
dispute console. So they could keep their feedback option alive.

It is completely strange that ebay thinks this makes sense.

I argued with them at length, and I work at a powerseller large enough
that I have an assigned ebay rep. Phone support even.

I got nowhere.

I have to say the entire ebay company is pretty much winging it. They
really have no idea what they are doing.

They are making money since they have outclassed their competitors at
running a computer service, and that's all. Not because they are so
smart.
