Default Well crap. There goes my perfect record.

Just whining here. I am an ebay buyer. I thought I was a seller's dream
customer, y'know, bid, pay immediately, then leave feedback upon receipt
of item, and never ASK for feedback . . . My buyer feedback was 176
Positive, now it's 175 and 99.4%

But Noooo.. Last year, that's right, LAST year, I won a small item, and
as usual, paid the same day by PayPal. Three weeks later, no item, seller
went NARU, no word from seller, so I sent a message via Ebay. No
response, so after 5 weeks and another message, I filed for a refund via
PayPal, the seller never responded, and ultimately my payment was
refunded in full. Seller's account was later reinstated, and I left a
neg: "Pd. immediately by PayPal, no item, no resp to email, PayPal
settled in my favor."

TODAY, I received my first neg: "Thanks for the garbage feedback, right
back at ya:-) "

It sucks that a seller can leave a retaliatory neg MONTHS after PayPal
makes a full refund to the buyer, who fulfilled their part of the
contract. Sigh.

Go through eBay's feedback removal process. *Not* the mutual
feedback removal.

Since this listing is apparently still live, you should be able to find a
way to make a point to eBay about this one. If a buyer doesn't
respond during a UID process, the seller can't leave feedback.
the reverse should be true, too.

But expect the seller to initiate a Mutual or 3rd-party.
Take steps to understand those processes, and ignore
them as long as possible while awaiting the outcome of
the above.

Also post a Follow-Up to the Neg.

When I (as seller or buyer) look at a user's negs,
I look for follow-ups. If there are none, the likely
explanations are:
1. the complaint was true
2. the user is eBay-inept and unaware of Follow-Ups.
Neither recommends them as a trading partner.

Thanks for that advice! Since I'd never done it before, I thought that only
mutual feedback removal was an option, and frankly, I'd rather keep my neg
than have the seller's also withdrawn. So, I did what you recommended.
We'll see what happens next. The seller, by the way, has left a significant
amount of feedback to several buyers calling them "Liars." Some buyers
are; I've read about them here, but it's odd that one seller has so many
lying customers (TIC).

That's the spirit.

And if you are only a buyer, even if the neg remains,
it is nearly harmless, because you snipe (right?)
and don't become visible to the seller until after end of auction.

Looks like he went about it the wrong way. He could have had the feedback you left
for him removed, as you violated the feedback rules.

If the buyer fulfilled their part of the contract, they would not have
been negged.

It is not over till it is over.

The buyer DID fulfill his part of the contract: he paid for the item in full
immediately.

Did you read the original poster's message, or just skim through it?

Which rule?
My take is that the seller violated the old rule about
posting -FB after returning from NARU.
