if anyone with less than zero feedback bid I would cancel their bid
regardless of whether they might decide to get nasty or not.

If they actually want the item they are more likely to mail you and ask why
they're blocked, and you can take it from there.

There's nothing to stop them opening another account and bid at the last
minute, in which case you can but neg them on their new account if they
don't pay

Yes, winning bidder didn't go through with winning auction allegedly, so
their initial feedback of 0, was made -1 by a -ve feedback comment
