Default Postage Due

I recently won an item at under £3 and paid a further £6.50 for Recorded
Delivery postage. No problems so far - that was what it said in the auction
and I was happy.
However, the item arrived with a further £5.50 due on it, £4.50 for
insufficient postage and a further £1 handling fee. It appears as though the
seller stuck 70p worth of stamps on it plus a Recorded Delivery sticker, and
slung it in the nearest postbox (you're supposed to take them to a Post
Office) hoping that would work.
I have asked him for the proof of posting that you always get with Recorded
Delivery (so I can get my £5.50 back) but have heard nothing.
Anybody else had problems like this?

What was the weight of the item and are you sure it had a recorded
sticker on and not "Special Delivery"? The £4.50 insufficient postage
plus the 70p stamps would be a total postage cost of £5.20. According
to the Royal Mail price plan, the only postal service to cost exactly
£5.20 is a special delivery item weighing between 1kg and just under
2kg.

No, it is recorded.

Recorded = 64p
1st class post for 1-1.25kg = £3.67 + 89p

Total £5.20
