Poly Bumping

I was just reading a bit about polybumping and I was wondering if anyone
knows how its done exactly. I know that you wrap a low poly model with an
image taken from a high poly model. What I don't understand is how you can
rotate the low poly 3D model and have the lighting look right if you have a
static image mapped onto it. Anyone know how this is achieved?
