Default Greyscale display

My old Toshiba laptop claims in the BIOS to be capable of 16 or 64 levels of
grey (a non-colour LCD screen), but I can't access these grey levels
anywhere. Even greyscale bitmaps do not display correctly. What do I need to
do to use these levels, even if I have to create every colour scheme from
scratch? I'm willing to purchase software, or learn about programming. It's
a 25 MHz 386 machine running Windows 3.11 and DOS 6.6 .
