Default format HDD drive

I installed a brand new hard disk of 80GB into my computer. Do you know how
to create a partition of greater than 38GB under Windows XP? I selected the
option to maximize the useful capacity. However, the system doesn't allow my
to enter capacity greater than 38GB. Secondly, the system only showed NTFS
as an option of file system. FAT32 was not shown. Can anyone please help?
Thanks.
