Cool new motherboard powers but wont boot

Hello, I have just bought a socket 478 motherboard with 8x agp and 800mhz fsb in order to install my new processor which is a 3.0ghz pentium 4 prescott core with ht.

I know the cpu is compatible with the board and bought both off ebay.
I have been having difficutly with getting anything past the fans powering. (No beeps) from having the basics i.e. just the motherboard the memory and the cpu. However in my pursuit for beeps I discovered if I take the memory out It powers on giving me contiunuos beeps which for my bios (think its award) means power error. Someone said to me it could be my psu not supporting the voltage ranges etc, as soon as I put the memory back in I get no beeps again and I know the memory is fine as I am using it now!! Plus I have tried the cpu I am using now as well in the motherboard (1.7 ghz willamette p4) and it also doesn't work! leaving just the motherboard. the motherboard is a gigabyte 8ipe1000mk it seems to be in brand new condition and I dont want to throw it away just yet incase there is something I might be doing wrong. Can anyone help at all?

When you say you taken the memory out and it beeps you then said that was cos of a power problem well I will just say that that is a memory problem hence the beeps becuase you had taken the memory out. just thought I would clear that with you

It does sound like the motherboard to me, could you tell me what the psu is also if anything in any way is happening to the power lights of screen when booting or trying to boot?

also were these sould as brand new from ebay? or used? if used were they sould as used but not tested?

Hi yeh the motherboard was untested which suggests it could be the problem I was just being hopeful as it wasn't completely dead but things seemed to power up... The memory works fine in my other motherboard. I am guessing I would get beeps if there was an error with the memory.

The PSU is a ATX 12v Chieftec I don't know what factors the psu has on whether it makes the board work or not if you could tell me that would be great as the motherboard is a micro ATX i.e. the smaller board, I didn't know whether this had anything to do with it?? The CPU was bought on ebay also but was sold as working excellent condition. What you think?

sounds like to me that the seller sold you a motherboard that was faulty, they tend to say that the board or parts have not been tested so that they can get away with this, so are being real but other are just coning, I could be wrong but would need to know the full infomation on the motherboard to help you, there should be some infor on the board or even take a picture of it
