depending on your case layout they can be very very helpful... one situation when they come in handy is when you have a very high wattage power supply with, lets say, 2 fans for ventilation, 1 in the back of the pc pulling hot air out, and one inside the pc, right behind the optical drives pulling the air through the power supply....if you were to add a bay fan system you could help circulate the air, and possibly lower your core temp
another way that these are beneficial is in a situation where you are out of 3.5" bays and would like to add another hard drive, they usually have a space in the center of the tray for you to put a hard drive in and secure it... this is very very helpful if you would like to run a high rpm hard drive or a RAID array, and are worried about the drive heating up...(servers use these in high quantity RAID arrays)
while these bay systems may be efficient they still do not replace the rear 80mm fans, and i would recommend more passive cooling rather than less... i had 14 fans in my last passive cooling overclocked RAID system that i built ... the more fans, the louder your rig is, but the longer it will live
