Sure there are. But whether you can get them, afford them or use them
depends highly on your purpose and equipment. If you want to drop maps
into a consumer GPS unit, though, you're fighting an uphill battle.

If you want maps for a GIS (ArcGIS, for example), you should look at
GIS data clearinghouses.
