The quickest way IMO is to use Levels.
Image > Ajust > Levels
Drag the right-hand slider over towards the left a bit and all your coloured
artifacts should disappear.
You may find that you lose clarity of the text, though; if this is the case,
duplicate the layer and set the new one to Multiply and play with the
opacity.
