Try unplugging the SATA power cable, leaving only the SATA data
cable connected to the drive. Does it power up? If not, you have
a shorted data cable.
Try the reverse, unplugging the data cable and leaving the SATA power
cable connected. Does it power up? If not, you have a shorted
power cable or a defective drive.
