Yes, should work. Those with WiFi just need your router's SSID and WPA
key, and it should issue them with a LAN IP address each, so they will
see each other. The router doesn't need a connection to the internet to
do this.

Those who need a wired connection could connect to one of the 4 LAN
ports on the router, or if there's more than 4, just plug the 8-port hub
into one of the LAN ports and use that.

As long as each Xbox has an IP address issued by the router, the system
link should work. You might want to plug a PC into the router so you
can bring up the admin pages if you need to check the DCHP settings for
example.
