The DC number is logged in the USPS system within minutes
or hours of being issued. It shows up as the useless ESIR
record until an enroute scan occurs.

Historically, local POs might refuse to make an acceptance
scan. This may be changing as the USPS attempts to make
DC real tracking. Ask before assuming.
