Personally I love France and the French people and can honestly say they
probably have less tossers per capita than we do. I mean you never see gangs
of French teenagers dressed like an accident in a sports shop hanging around
on street corners hurling abuse at passersby or outside shops begging people
to buy them cigarettes or booze. In fact the only people I've had trouble
with abroad at all have been other Brits and (in Paris mainly) Algerians.

Never played with any tossers online fortunately but I'm sure if I came
across one the chances are good that they'd be British or American.
